Synopsis

For 60,000 years the Galactic Milieu have waited for the time when human mental development on Earth is ready for intervention. As the 20th century draws to its end, 'operants' on Earth can communicate telepathically and use their minds as weapons. A small group of them wage a battle to tip the balance of the world's future towards peace.
